I own a European painting by A.V.Karbargebaer "by the Zeider Zee. can anyone tell me about the painter?

I have no clue as to who it is.
I do know you have the title wrong.
I think the title should be:
"By the Zuiderzee" (English)
or
"Bij de Zuiderzee"(dutch)



The Zuiderzee (South sea, as counterpart to the North sea).used to be a sea in the Netherlands before they built a dam to close it in 1932. This means your painting is older than that. After that date the sea became officially a lake named IJselmeer. Nobody would name it Zuiderzee after that date.
