You forgot "hot as" and "cold as" and "soft as" and "hard as" and a whole mess of others...
It's just used to exaggerate the state of whatever is being talked about.

God is angry with those who rebel against His Law, refuse to repent of their sin and receive His mercy through His only Son Jesus. Those who refuse God’s forgiveness face eternal separation from His presence in a place not created for them but for the Devil and His angels (Yes, I have to say it… Hell). I know many ministers are scorned for saying this word and pointing out the fact that it is a real place with real consequences for the sinner. Did you know that the devil wants people to actually believe that Hell doesn’t exist? Satan has many people convinced that Hell doesn’t need to be mentioned and that it isn’t a reality. People who are in their 30's have mentioned the days of their "young years" when preachers would stand at the pulpit with fire blazing in their eyes and preach with such powerful conviction that they could feel the flames underneath their seat. Certain people who are now in their 30's miss the days when people ran to the altar. I wonder if people still squirm in their seats when ministers take their pulpits today.
Jonathan Edwards, a puritan preacher during the “Great Awakening” in the early 1700’s, would roll over in his grave today if he were to hear some of the lame sermons preached in many churches. During one of his famous sermons, Sinners in the Hands of an Angry God, it is purported that hundreds of people ran screaming and wailing to the altar because of the dreadful fear of God that was struck into their hearts.
“The fear of the LORD is the beginning of knowledge but fools despise wisdom and instruction.” (Proverbs 1:7)

Hell is neither fast nor slow. Who uses those adjectives? They are definitely not in the Bible. Hell IS hot and burning with unquenchable fire.

I don't know the answer to your question, but it strikes me as similar to dumba*s and smarta*s. What's the real difference? Guess I'd rather be smart than dumb, but they really do mean pretty much the same thing.

The devil was the first one to measure speed, so the name of the units stuck.
