Since you didn't give his age or any details it's hard to answer. But if he really young, he may be tired.
He may remember something from a previous walk and he doesn't want to do it again, ....or go there again. One time I walked my poodle too far and after that she would only go to the corner and back home. She thought that if we turned the corner she would have that LONG walk again.
Are there other dogs along that path that scared him?? Structure your walks to his size and age. As he grows you can add to it. If this presists, watch to see if he is limping, he could need to be checked by a vet to see if he has hip or shoulder problems. And remember dog DO NOT COMPLAIN. You have to be very watchful of his body language to be able to read his mind. In the dog pack a complaining dog get beat up.

It depends on what you mean. If you talking about walking a long distance from your house to somewhere and then back its most likely the dog is getting tired if its a very long distance because it is young. Also if your walking a good bit on a hard surface like pavement or concrete the dog's feet could even be hurting after a while again mostly because its young and the bottom of its paws haven't toughened up yet.
Now if your talking about going for a walk when you a long way from home like out of town and the dog just doesn't want to go for a walk it very well could be scared because it is in an unfamiliar area and this again most likely just because its young.

He's afraid. All the new sights, sounds and smells are overwhelming to a pup. Don't force him. Make going outside for walks fun and exciting. Bring good treats so when your dog gets to spot that he stops at, give him treats and then go home. The next day he'll probably happily go that far and maybe a bit further, give more treats. Surprise your dog with treats throughout the walk by saying his name and giving him a treat when he looks at you. Don't let other dogs or people come too close that your dog gets scared. You are showing your dog that he can trust you to keep him safe (and not scared) and you are helping him learn the skills he needs to deal with new experiences.

Very true. If you live in a warm climate the heat on the paws bothers them. Give them a few minutes and off they go. Most of the time.

I have that problem too. He walks to a certain point then just sits there and does not move.
I found the easiest thing to do is to take some treats and encourage him along with them.
Or make the walk so fun (beach park etc) that the dog dosn't realise he is far from home.
I usually take his favourite toy and when he stops get it out and let him walk along with you holding it.
It's me or the dog i s a good book. It has alot of advice in there :)
