Just be nice to him and get friendly. I find relationships easier when you've gotten to know a guy on a friendship level first. You have to get noticed as well. Sometimes doing random things like helping him in class (if you're in the same class?) can get you noticed. With added conversation ontop of that, friendships can be formed.
Just remember to try not to be shy. There's nothing to be scared of; he's a person just like you and if he does like you back than you're both in the same situation. Just go head on and try to start talking to this guy. Good luck.
