What OS version are you using? Vista, XP, 2000, ME, MAC, ect. ?
If it is XP, right click on your desktop, select Properties, and then click on the Desktop Tab. Down at the bottom, click Customize Desktop. On this tab you will be able to select the system icons you wish on your desktop. See if clicking on the Recycle Bin and then clicking Restore Default. See if that works.
Now, did you install TweekUI? If so, perhaps when you were messing around with the program you deselected the Recycle Bin as a Desktop Option. Check that out. I had a setting I couldn't change for anything, I found out I had changed it in TweekUI and had forgotten I had that program installed, silly me. lol
If it is Vista, right click on the desktop, select Personalize, and follow check through the tabs there.
If none of this works, try System Restore. Only use this as a last option because everything you have installed, or configured will be lost from the Restore Point date. As you don't remember the exact date it came up missing you may have to try several Restore Points before it appears again, which will cause a lot of lost programs and configurations if you have installed a lot of items and changed configurations in programs, browsers, network connections, etc.
To access System Restore, simply click on Start, Help, and in the Help Center look for wording which says something like, "Restore your system to a previous state with System Restore. Just follow the instructions, it is very simple. Go back to like last week first, and then go back one week further until it shows up again. Reboot between each session.

What you might try is:
1.right click on your desktop(not on a icon)
2. select"new"
3. then choose "shortcut"
4. a box should appear
5. if you don't know the file name, click "browse"(most likely you wont)
6. another smaller box should pop-up
7. scroll through and find recycle bin
8. click on it
9. click "ok"
10. then in the other box click "next"
11. and so on.
i already have recycl bin on my desktop,so it didnt work 4 me

Use the link below... I recommend using the TweakUI program from Microsoft since editing the Windows Registry directly is a dangerous thing.
