It depends on how the meat was packaged. If it was vacuum sealed like with a save-a-meal it will be fine. If it was wrapped in butcher paper of lose in a zip lock it is most likely freezer burned. I would thaw it out if you are not sure by looking. The meat if freezer burned will usually have parts that look white or "burned." If they do, toss them. If not go to second test.
Next once thawed and if not burned smell the meat. If it doesn't smell like your freezer you are probably OK. Some meats keep better in the freezer than others and since you didn't indicate it is hard to guess. The two tests above should help you out.

Throw out the meat from 2006 and cook and eat the 2007 meat soon. Meat usually lasts 3 to 6 months without get freezer burn.

The July one is fine. The Dec. one is probably freezer burned by now. It won't make you sick or kill you, but it might taste funky.

They recommend 6 months, without freezer burn.
As long as it hasn't thawed & re-frozen, I'd take a chance.
Just cook it well, to kill any residual bacteria.

Both of them are fine if they were wrapped well.
I have meat for at least a year because I buy a half beef at a time from a local farmer.

Sure, if its been frozen.
It will probably be pretty severely freezer burned, so it might not be as tasty ... but it will certainly be as safe.

Yes. It may not be the highest quality but it is perfectly "Safe" as long as it has remained solidly frozen all that time.
