Generally yes. There are some exceptions, though.

Housing and subsistence allowances paid to military personnel are not taxable, however.

Certain housing allowances paid for employees living abroad may be not taxable under certain conditions. See IRS Pub 54 for further information.

A parsonage allowance for a minister may be not-taxable.

Certain foreign duty pays for Civil Service employees may be non taxable.

Allowances are non taxable including CONUS COLA, BAH, BAS, DLA, etc.. Pays are taxable including Basic Pay, Flight Pay, Sea Pay, etc... So no COLA is non taxable income.
