OK. First of all, redefine "perfect."
Sounds like you're expecting WAY WAY WAY too much and nothing will ever suit your out of proportion expectations.
Be careful - your fiance is liable to find out what a spoiled child you can be and run off with the chamber maid.
So pull back a little and look at other options. For instance, destinations don't have to be out of the country to be exotic and terribly romantic. For example, High Meadows Inn near Scottsville, VA - it's a beautiful historic inn - where you can even bring your pets. I've been there. The rooms are beautifully decorated, and they have cabins as well. It's a great place - and not too terribly expensive either.
There are other fabulous little inns, B&Bs and other getaways dotted all over the country - the Favorite Brother B&B is located in Arthur Illinois, right in the heart of Amish Country.
How about Aspen Colorado in the fall - how beautiful! Or Ocracoke Island, NC in the summer? or the Sprucedale Ranch in Eager Arizona - which is a working cattle ranch with guest cabins etc.- breathtaking place (if God lets me go to heaven, I would like to go to my memories of the Sprucedale ranch)
With all that's available here in the States - why go anywhere else? And you don't even need a passport!

Why don't you choose a country like India where your one dollar is 50 or 60 times high? There are important cities which always known as Delhi, Mumbai, Calcutta, Bangalore, Hyderabad and Madras, where there are highly decorative 5 star hotels with air-condition and other facilities. You can search the hotels through internet and even contact through phone. They can even tell you how much you will spend for your wedding.

People think that destination weddings will be cheaper but the truth is that they really aren't unless it's just the two of you eloping. I would try to find something local for the wedding and then just enjoy your honeymoon separately.
