There are actually 4 reasons that your cookies may be going flat.
1st...it is characteristic of the cookie itself
2. too much butter
3. not enough flour
4. not baked long enough--or over beating o.k. so it is '5' reasons!

Check over your recipe, and then think about what you did and see if it fits one of those categories. Many cookies will puff up in the oven and then fall and get flat when cooled.
If you don't like that, but did everything right, add a bit more flour next time.

Nisey has a good answer to your question. You might also want to make sure you are using the right flour for the recipe and that you are creaming the butter (unsalted is usually called for) and sugar well. Also measuring the correct amounts of salt, baking soda, baking powder, cream of tartar or corn starch and adding them at the right time. All recipes have something in them to make them rise and if the correct ingredients aren't used or measured correctly, it can cause the cookie to fail. Keep trying, you will eventually get them just the way you want them!

Did you make sure you added yeast? That is what makes bread and cookies rise.
