his box always has at least -3-4 inches of litter. It is cleaned out every day, and the box washed every week.

It simply could be that the cat has become lazy. Another issue could be that after it is covered, he can't smell it anymore and leaves it as scent marker to guide him back to the box. You may also try adding a bit more litter or changing brands. Cats are very fussy creatures.

I'm glad you asked this question because I was wondering the answer to it as well. I would never have guessed it was a sign of dominance as others have posted. It makes sense though...my male Russian Blue never covered his either...and definitely thought of himself as the alpha in the household. My two females both cover theirs and although they exert dominance over each other at times, they don't have near the attitude the male did.

maybe more litter in tray might help
