You are a little late for the 2006 taxes. But yes you must file whether you owe or not. If they owe you then they probably won't come after you but then you don't get ur money back.

Depends on how much you made - if your income is over the limit where you are required to file then yes you have to file.

That said, if you don't owe anything and you don't file, the IRS won't come after you for it. They'll just appreciate your donation of your refund to the government.

If you don't owe anything, there is no penalty for filing late.

Yes! The IRS will wait till just before seven years (the statute of limitations) and then notify you that you did not file in 2006. You may not have owed anything but there are hundred dollar penalties for each year since and they have other penal charges so then they will demand a couple of thousand dollars. I have been there and done that so file your taxes regardless.
