put some vaseline on them or chap stick. my girls LOVE chapstick!

I feel like chapsticks and other "chapped lip" treatments only make chapped lips worse. Honestly, I would buy a clear lipstick from a cosmetics counter at a department store. Like Clinique, or Clarins. Nothing works better than lipstick. My husband puts my lipsticks on at night before bed and it helps (I know funny, but he has found no other solution).
And the answerer above is so right - she DOES need to drink more water.

Yes, do make sure she's drinking enough water. Any lip balm will do, but try to stay away from petroleum-based products. Burts Bees, Alba, Kiss My Face, and Weleda all make lip balms that are safe to use on little ones.

chapstick, i have always used a little bit of triple antibiotic ointment, it clears it up very quickly
