when a question starts off with "Evaluate critically ....." what does it mean?

does it mean to bring out all the negative points? or does it mean analysing it in depth?

It means that you need to look at al lpoints of a topic and take them apart, detailing both the positive and negative points of the arguments.

It means analyse it in depth but focus more on the negative points
Sometimes you can evaluate something critically but find no negative points or hardly any at all.
In this case you would say so

Evaluate here does not mean solve. More helpful would have been for them to have asked you to perform the division. They are expecting you to do is the algebraic division of 2x^4-17x^2-4 by x+3. And it is not even a factor because applying the remainder theorem (put x=-3 into 2x^4-17x^2-4 ) doesn't give the required 0 value! Ask a new question and i'll try my best to explain how to do the division.

To evaluate is to survey a situation, and critical means just that, when you put the 2 together it means a serious situation is occuring and needs urgent attention

It means to analyze it in depth forcusing on all the negative points and also the positive. Explain how it could be better, what was good and what it means. pro and con

It means study the subject in depth and put the results step by step on paper, without omitting any relevant details

It means analyze the subject as if you knew nothing about it and had to be convinced of its merits. Kind of a "prove it" attitude.
