the Ideal Range is : 80-120 for a healthy person
if lower (diastolic level) dips beneath 70 (low BP)
or upper (systolic level) goes over 150 (high BP)...
its a cause for concern
Considering pollution and modern lifestyle, nowadays doctors even consider 90-130 to be normal.
Minor fluctuation between these ranges in states of excitement or exhaustion are not uncommon.

If you are an adult and below 40 , but, above 21 ; the normal blood pressure for you should be 130/80........as you get older ....+_ 10/20 of systolic (upper reading) hardly matters....nothing to worry about .But, if the diastolic(lower reading is also +10 or more and the readings remain persistently so, then you tend to be Hypertension patient. For anybody having symptoms of High or Low Blood Pressure after the age of 35, Regular check up and Doctor's advice are essential....(even if you feel quite normal ).
