Incomplete flowers that lack female pistils can be found. They are called imperfect flowers.

Some plants bear two kinds of imperfect flowers, male (staminate) & female (pistillate), so only the female flowers fruit on these plants.
Other plants bear separate complementary imperfect flowers. This is common in hollies that are either female pistillate on one plant so produce berries or staminate and produce no berries on other plants.

All female pistillate flowers, if fertilized, will try to set seed. In the wild infertile hybrid crosses occur but are rare. If found they can be propagated by grafting like seedless grapes are.
Rose fruit, called hips, are fleshy fruit. Maple tree fruit, called samaras, are a dry fruit. Dry fruit include seeds, nuts, achenes, & grain.

Flowers do not change into fruit. A fruit is the ripened ovaries of a plant. That part turns into a fruit in many cases. The ovaries are in the flower but so are a lot of other structures. The stamens is the male part of the plant and the carpel is the female part. The pistil is just another term for a carpel or carpels. There are some flowering plants that only have male flowers but no female flowers on that individual plant. Likewise, there are some flowering plants with only female parts. Lastly, there are some plants, a good deal of them, with both male and female parts on the same plant. A flower has petals and many intricate structures.

For example, a dandelion has a flower but no fruit. It does have pollen or nectar. A rose. The list is endless.

Yes, many plant Hybrids produce sterile flowers and so are unable to produce fruit. In the wild this doesn't happen (to my knowledge) because producing flowers is very energy expensive & pointless if no reproductive seeds are formed.

ed: Fruits are not just apricots and nectarine, colourful fleshy fruits. Things like Grains, Dandylion seeds, Gumnuts and beans are all fruits.

Dandylions do have fruit, they are the fluffy 'seeds' produced from the yellow flowers. This sort of fruit is called an achene.
