First of all if it is an adult cat, if she is female, she may be in heat .
If the cat is male, there maybe a female cat in the area in heat
Or your cat may be sick.

If it is a kitten: it may be hungry or scared. If it is scared you can put a hot water bottle or heating pad wrapped in a towel where the kitten sleeps to simulate it's mother's body heat.

If it's female it is probably on heat and calling for a mate,if it male there is a female hanging around thee area that is on heat,so keep your cat in side with you and maybe there might be a chance your cat will stop.

If your cat is not spayed, there is a good chance she is in heat.

If she's spayed, you need to try to get her on the same schedule you're on. Keep her awake and entertained during the day. She will be tired at night and sleep when you sleep.

The cat could be in heat. My mothers cat meows non stop when it is in heat.

If female, she's in heat. spay her.
