Breed only when you've done all of the following: 1. Dog is AKC registered and bred to the same breed. 2. Dog is at least 2 yrs old and not older then 6 yrs old and been tested for all genetic problems in the breed. 3. Dog has been shown to champion title. 4. You have written permission to breed the dog from the breeder. If the above is not done, then neuter/spay now.

They both need to be 2yrs old. All genetic testing done and passed with flying colors. Any genetic issues popping up that could pass on to the pups, then that dog is not to be bred as it is not helping the breed at all to breed issues such as this.
Then there's going to show and gaining your conformation championship. You need to do this in order to prove that your dog is of proper structure and standard and a fine example of the breed. Both dogs should have their championships before breeding, or at least proven working dogs. People who don't put this much effort into their breeding programs are backyard breeders. Please do tons of research and get a mentor so that you will not become one of these kind of breeders.

I am so tired of saying this lately! Gah!
There are so many dogs in shelters and not enough homes for them all! Thousands are being KILLED each year even if they're healthy and happy. There are way too many dogs on this earth. Why bring more onto this earth? :( If you want some more pups, why not adopt one from your shelter? Or, if you're looking for a purebreed, go to a breed specific rescue! But, please I beg of you, DON'T BREED your dog!

Really 2 yr.s for both the first yr. they grow in height, and the second they fill out. They don't sexually mature til 2. Plus you can't get OFA done until then, when they are done growing.

you cannot breed your shepherd til after AGE TWO,, reason being, he cannot get his hips and elbows XRAYED and cleared by OFA until that age... in the meantime,, he should be being shown in the conformation ring to see if he is even of breeding quality.... if you do not have the time, money etc. to get into the show ring ( you probably would have to hire a handler,) best to NEUTER him..

Well, being that you can't have his OFA or CERF ratings done until he's 2 (These are ESSENTIAL in a breed that is known for dysplacia!), you've got about 14 months left to complete your research and earn his CH title in the conformation ring.
Without a CH title and complete genetic testing, you'll lower yourself to BYB standards...Don't do that, please....
