how can i make vista display windows as it work normally, not like xp?

It should do that normally as soon as you (a) install Vista or (b) turn on your new Vista-based PC. If it still acts like XP, make sure Vista is installed, then right-click on the desktop, select Preferences (or Properties), and explore your options to change the appearance.
