Yes you are allowed to watch your portable dvd player while on the aircraft. They just do not allow you to use it during takeoff and landings, but the flight attendants will inform you when it is ok to use electronic devices.

portable dvd players are okay...they don't give off any radio frequency to screw with the in-flight gauges. they may, for safety concern reasons, ask you to turn if off during take off and landing though.
