Can anyone tell me what year that canceled debt became earned income?

If you don't know the actual year then was it before or after 2004? Please list any sites you think would be helpful in this matter.

Before 2004. I found a 2004 Publication 17, and it showed cancellation of debt as taxable income and did NOT include it under the "what's new" for that section.
