I applied for a different position within the same organization but one of my managers rejected my application on the grounds that he couldn't release me in time for the new jobs starting date, is he allowed to do this?

if u are working as an employee in any organisation , please keep the following two rules in mind

Rule No1 Boss is always right
Rule No 2 If in doubt , follow Rule No.1

it is your managers choice whether to accept your reqeust nr not. you may like it or not, but this is life, baby

That's a matter of company policy, not law, so if he rejected it, obviously he was allowed to.
