Im 13 years old.

Originall only my right upper leg hurt but now my left does and so do both my hips.
I think the pain is my bone because its not like muscle soreness. The pain comes on really suddenly too. Even if Im not doing anything. It isnt there all the time either. Its more like a pang.

I dont think its growing pains because I got my period almost 3 years ago and am just a bit taller then my mother, so im pretty sure I have stopped growing. (i was an early developer).

Right now the pain is throbbing in my upper right leg.

What should I do??
Is it serious...??

I would recommend letting your mom know what's going on as well and also have this evaluated by your doctor to see what they think is going on.

There are indeed a few answers to this one,
Firstly just because you've had your periods starting and you haven't grown much lately doesn't mean it isn't growing pains.

Secondly if its a deep bone type pain they in my experience are pretty constant, I would try a warm bath, if that makes the problem less, I'd not worry overly.

It could also be something like a trapped nerve from playing sport or the likes, I would personnally try a bath, and see if that helps. It certainly doesn't sound like a break, It could also be the onset of flu, I've had nasty flu's like that in the past that make your bones hurt.

However if it doesn't go away in a few days I'd consult a GP

It could still be 'growing pains' but also a host of other things, most not serious. You sound worried though so you should tell your Mother about it and ask her to take you to your doctor. He can look and reassure you about it whatever the problem is. You are still very young and likely to grow some more. It may be as simple as an uneven gait when you walk, maybe your back isn't quite straight, all fixable if you go now.
