That would be PBS Staple Fred "Mr." Rogers. Note that the sweater is usually housed at the National Museum of American History, which is currently under reconstruction, so the sweater, along with some of our other treasures, like Kermit the frog and Dorothy's shoes, are in a special exhibit in the Air and Space Museum.

Yes, one of Fred Rogers' ... There's also one with other "Mr. Rogers' Neighborhood" memorabilia on display at Greater Pittsburgh International Airport. (The show was taped at the local PBS station.) Captain Kangaroo's jacket -- not sweater -- is in the Smithsonian's collection.
