It starts with a good camera with good glass in the lens, next it's the use of proper exposure, sometimes a tripod. Shooting in raw, the photo is adjusted in sharpness, and even if not shot in raw a high pass filter overlay in Photoshop sharpens things up more.

Edited to add, exposure is how much light comes into the camera for how long.

University and college courses on photography will give you all the skills if you are interested.

Its a lot of things together. It might take an amateur 20years to stumble on all the secrets and become proficient or you can learn it all in 3-4 short years.

He probably is using excellent lenses and is taking a lot of care to focus his camera manually rather than let auto focus do it for him. Additionally, he is using depth of field throw the background into soft focus bringing more impact to the subject (this is done by using a large aperture and shorter shutter speed).

If you're talking about how she got a really sharp picture on the subject it's all in the settings of your shutter speed and aperture. Also, the quality of your camera. The more megapixels, the sharper pictures you get.

They are using a large telephoto lens and are shooting with a short exposure.
This lends itself to a very short depth of focus - the face.

Digital file preparation. Yes camera,lighting and lens matter but you can have the best of all and still not prepare a digital file to look great on the web.

Equipment and skill are part of it but most of the pictures have the background blurred which makes you focus on the subject more, this will make the pictures sharper.
