You might be thinking of Somalia. The warlord's troops eat Quat (pronounced Cat, spelling unsure) before going on the attack. It's like cocain in the manner that it is a stimulant. I'm sure it's used in other African countries as well.
Gunpowder contains saltpeter. It takes away your mojo. I think it would have the opposite effect of a stimulant.
