From everything I can find & from the experience of serving in the military for 10 yrs & as a LEO for 20 yrs, midnight is 0000 & should be written as such.
That being said, everywhere I served, all over the world, midnight was verbally referred to as "twenty-four hundred" (2400) by everyone from the newest private to the four star general. One minute after midnight was "zero zero zero one". I don't recall ever hearing someone say "zero hundred" for midnight.

You were misinformed. In military time, the hours are :
Midnight = zero hour, zero minute
1AM through 12 noon = 0100 to 1200 hours
1 PM through to 11PM= 1300 to 2300 hours
From 1101(2301) through 11:59min;59 seconds = 2359.59 hours.
By using this system there is no chance that an attack or manuever could be started at the wrong time of day.

It is correct to use either 2400 or 0000 for midnight local time. Most however use just the 0000.

It is not correct however to use 2401, that is 0001.

The military time is from 0000-2359. Though, you will here people say "Twenty-Four hundred" rather then say "Zero hundred" and you might here, "O-Dark Thirty" to represent 0030.
