The congregation is responsible. A congregation has a duty to make sure their Pastor is properly representing the body of Christ. Everyone makes mistakes, including Pastors but when that mistake becomes habitual, action needs to be taken.

Most people inside churches today doesn't know enough of the Bible to say who does and who doesn't.
What I'm talking about is being misleading with the Bible--taking it out of contents.
Telling people that a person that is married is sinning against God for being a pastor at the same time. That's a crying shame.
A pastor that is willing to allow humanism into the church.
A pastor that tells his people that the Bible has error in it (King James).
A person that is divorce will "never" qualified to be a pastor!
Hestia's Priestess PMS stated, "[A pastor]...should be removed from a position of authority ESPECIALLY if they are doing something contrary to the teachings of their religion."
That's part of the problem: Basing everything on what some religion say. Instead of basing everything on "Thus saith the Lord" from that God given, God inspired, inerrant, infallible, and altogether authentic, accurate and authoritative Word of God. The supreme and final authority in all things, that King James Bible!

are you referring to the celibacy of a catholic priest or sinful lifestyle (in the general sense) of Pastors (including the protestant pastors - who are allowed to have a family life) ?
in my opinion as a layman, celibacy oath of a catholic priest may need to be reconsidered by the church ;
this will have to be redefined as a personal decision of a humanbeing who wished and decided to dedicate his life to the work of God on earth.
It is a fact that not ALL humanbeings entered into a marital relationship, some did elect to stay unmarried and do wonderful missionary or apostolical work.
On the other hand, if one has decided to become a Pastor (a catholic or a protestant one) but wishes to maintain a sinful life, then that person should make a choice between the two contradicting life. Otherwise, that situation should be treated as willful misconduct against the church rule.

I agree that an unsuitable Pastor (or High Priest) or ANY other unsuitable clergy should be removed from a position of authority ESPECIALLY if they are doing something contrary to the teachings of their religion.
The problem with this is that many people who are involved in a religious congregation tend to NOT question those who "are in authority over them" when they should actually be questioning their actions. This is not exclusively a problem in Christian congregations, but is found in ALL religions.....

Anyone AWARE of the pastor's sinful lifestyle, is responsible! Including his flock. He should be removed ASAP when the first thing comes to light.
Sadly, pastors are under Satanic attack all across the country and they need to be prayed for and held up to God for strength!

Although parishioners may be responsible for dismissing a wayward pastor, the responsibility of the sinful lifestyle lies solely with the pastor.

especially in 1&2Tim and Titus,as well as in Apostolic Oral Tradition
There must be "upward and downward responsibility" .
"Downward" is possible with congregational polity but "upward "is difficult if not impossible.
International,as well as national,district and local ,oversight(episcope) is necessary.
The greater the influence of the leaders the greater the responsiblities and duties
