Theres no small way to hint it, just say it. It's more mature.

If you really want to go out, you should take control of your relationship and ask him to go out. You can surprise him and hopefully it will be romantic.
But if you knew what you wanted to do, for example, go ice skating, you can say something like "wouldn't it be sweet if we went ice skating one day.." or something like that. just a suggestion.

Tell him you want a date! very simple, men are just like that. you can't hint around or be subtle with them, or they'll never get it.
