im in college and im looking for a job right now and i saw graffiti/maintence worker on a newspaper. they are hiring people to work part time and the pay looks pretty good. i want to know what exactly do they do? do they just paint over graffiti walls? do you need to know how to do graffiti?

They are hired to paint over public graffiti.
The only real skills you're required to have is the ability to use a brush and paint roller without making a mess and the ability to match, as best as possible, the original color of the wall you'll be painting over.
Most large cities have crews of painters who do this.

they woke to back the real color of graffiti wall and fixed it and some times they paint the walls with colors when they asked
