Do you mean the technical development or the acquisition strategy?

Technically, it's stealth is based on the idea of reflecting radar energy away from the source (radar transmitter). If the bad guys don't get a radar return signal then they can't 'see' the airplane on radar. This approach only works if the enemy has a non-integrated air defense system.

The Weapon System's acquisition was unique for several reasons. There wasn't performance requirement creep that happens with many defense programs. The development schedule did not take decades to accomplish. The program execution and budget were relatively stable. The AF Program Office had a small staff compared to similar programs and maintained the appropriate sense of urgency.

Never heard of the F-1175 and I retired from the USAF last year!
