Try this - find out how much the ticket would be if he get's caught. The fine, the court fees, the jail time (at more than 3 times the legal limit, it's sure to happen). He won't have to worry about insurance, they won't let him drive anymore.

Here is another point of veiw:
Say you are driving 117mph down the road, you are the only car out there and there are no other cars, you think you are being completely safe, and then BAM!! out of nowhere a Deer (substitute any local animal or rodent if no deer where you live) runs out into the middle of the road and just stands there. You hit your brakes but there is no time to stop.
You smash into the deer going 100 and it breaks through your windshield and hits you in the face. You swerve off the road and hit a tree going 70mph.
That is a very realistic possibility. Just because there are no other cars around does not mean it is safe. If you want to go that fast take your car to the track.

Speed limits are assigned to roadways given their construction, the angle of their curves, visibility, etc. Roads are designed with a speed limit in mind, they aren't created just to piss you off. If you take a turn on a 35mph road at 75mph, you will lose traction and leave the roadway with possibly very serious damage or injuries. The road is tested by the folks who make the speed limits to see the highest possible speed which is safe for the way it is designed.

Tap him gently on the shoulder and ask how that feels. He should say "fine".
Kick him in the shins as hard as you can and ask him how that feels. He should be unable to walk because of the pain for a while. Tell him to mutiply that by 10,000, and that will be the approximate force of hitting a tree or another vehicle at his idiotic rate of speed.
If he still doesn't listen, tell him you are turning his licence number over to the police to go on a watch list, because you can't stand the idea of him killing himself or somebody else. If pulled over at that rate of speed, he will lose his licence, he could face jail time, he could have his car impounded if he is in one of the states or provinces that crushes street racers' cars.

Everybody who admits to speeding seems to think of themselves as confident, experienced, courteous, attentive drivers who only drive cars in perfectly maintained condition.
They also think that the vast majority of other drivers are physically and/or mentally impaired morons who don't belong on the same roads.

ok, driving a car that fast is stupid (my friends brother almost died streetracing at 110mph a month after geting his license)
but, if he gets a ticket, he might not even have to go to court
in 2006, a guy on a high performance motorcycle was clocked doing 135mph, and was given a $150 speeding ticket and like 2 points on his license, and didnt even have to go to court.

Tell your friend to think again.
He can kill himself and other innocent civilians driving that excessively. What if a child or adult walked out in front of him doing 117 MPH? He would be facing homicide charges then.
Also, if he is caught by police, he will not be driving again for a long while. Not to mention court dates and large fines.

Does he really think he can stop in time if he catches up with another car going 82 mph slower? Remember, it isn't the speed that kills, but the stop.
