Yes, police can issue a ticket through the mail. The photo is the evidence of the speeding violation. The owner of the vehicle is assumed to be the driver unless otherwise shown. There is no such thing as photo radar. The radar may or may not be visible and the camera could be quite small and totally unseen

Very very slim. The only way I can think of it being dismissed it the radar is not calbrated properly or the Trooper doesn't show up to court after you demand a trial. But I don't live your odds.

You have to decide if the cost of an attorney is worth the chance that he may get you out of the ticket. The chances of getting out of it without a lawyer are slim to none.

Not good, but there's a good book out there that teaches what evidence you need to present and what questions you need to ask to get it thrown out. Try Googling that sort of thing since I don't know the author or title. I've only heard him interviewed on am drive radio.
