After graduation from West Point, could you be a member of the Ranger Regiment or Special Forces Group? And what's Combat Arms?

Most likely you'll have to go into the infantry and go to Ranger School. After that you can assess into the Ranger Batts or SF. SF would require a branch change.

It is possible to be assigned a Ranger Batt right out, but it is unlikely. Ranger Battalions only advanced requirement is Ranger School. SF requires SERE, which is survival school, Language Courses, and Selection, plus all kinds of other stuff. I think Ranger Batts have a few support MOS's, but the majority of the unit, and all SF guys are Infantry first. Infantry AIT is a prerequisite for both.
Combat arms MOS's are all the jobs you think of when you think of the army as a kid, shooting a gun, driving a tank, firing a cannon.(Infantry, Armor, Field Artillery) stuff like that. goarmy.com has a list and description of all MOS's.

You could be assigned to a ranger regiment of an SF group, but you probably won't.

Combat arms refers to the "hardcore" MOSs: infantry, tanker, artillery, cavalry, and the like.
