If you would like to. Standard rule of thumb is a red can be served a cellar temp... slightly below room, but a white should be chilled.
I personally chill mine since I don't have a true cellar to use.
EDIT:
Sorry, just reread the question.. yes SPARKLING wines should always be chilled.

YES
Champagne and Sparkling Wine:right out of the fridge, and back into an ice bucket while you drink your fill. Sparkling Wines Temperature: 42-52 °F or 6-11 °C
For Optimal Wine Serving Temperatures check http://www.le-cache.com/wine-storage/wine-serving-temperature.cfm
TIP: A bottle of wine will cool 4°F or 2°C for every ten minutes in the refrigerator (NOT THE FREEZER), and will warm at about this same rate when removed from the refrigerator and left at room temperature—the temperature of the room will affect the speed with which the wine warms up.
------------------------------------------------------------------------------
Red wine, white wine and sparkling wine are meant to be served at different temperatures, the most basic rule about serving temperature for wine is that white wines should be served chilled, red wines at room temperature, champagne and sparkling wine extra-chilled.
It must be noted that it no longer makes much sense to talk about room temperature (65°F or 18°C), given the advent of modern heating systems and air conditioning, interior temperatures now average more than (72°F or 23°C), a level at which all wines lose their appeal.
TIP: A wine is ruined by being too warm than too cold. If uncertain about serving temperature, always err on the side of caution and serve the wine a little too cold. A wine served in that way will soon warm up in the glass, there is no easy way, however, of cooling a wine served too warm except by adding ice to the glass.

All sparkling wines should be chilled. It focuses the flavors especially in more acidic wines. The combination of the bubbles and the chill also add to a more refreshing, palate invigorating experience than a room temperature one.
By all means drink it however you like but I think you'll find that a chill enhances the experience. It might hide a bit of flavor nuance but the trade off is acceptable especially in a social situation in which you're not evaluating it for flaws, etc.

Definitely, even though it is a red wine, being sparkling the grapes are picked slightly more acidic for the fermentation processes, once completely processed and chilled it may have a small bite or bitterness to it, but serve with chocolate and it will compliment everything about it. Another reason to serve chilled is so that it doesn't explode all over your house once you open...especially being red that is the last thing you want to happen.

Generally sparkling wines are chilled. You should however remember that the sweeter it is the colder it should be.

clean wines (white, pink or rose) would desire to easily be chilled. the two placed it in the refrigerator for a minimum of an hour and a 0.5, or chill out it in a bucket with ice for greater or less half-hour. in no way placed your wine in the freezer. pink wine would be chilled as properly. the misperception that pink wines would desire to be served at room temprature dates from cases while human beings lived in drafty castles and "room temprature" replaced into around 50-fifty 5 ranges.

Yes. Imagine drinking warm champagne or warm beer. Ick. I bought sparkling reds before and it is recommended to chill them even though the color is red.
