After the interview process is completed, does a prospective employer refer to the resume or does he base his hiring strictly on the interview?

More or less, yes. That would be the normal procedure.

A resumee is just a presentation card that is intended to have the firm to call you for an interview. It will likely not get you the job, just the interview. Most of your results will be with your interaction with the interviewers. Which will likely lead to a job offer.

Usually, you send x times your resumee for an interview, and it will taxe 'y' amount of interviews for a job offer. So it's a good idea to send your resumee to the most possible companies where you would like to start. Don't expect to send it only to your top 3 companies and expect a job offer. Besides those 3, send it to as many as possible.

Good luck!

I do. But don't overlook the fact that often it isn't what you know, but who you know, and being in the right place at the right time.
