why is he being this way?

it seems my ex of 4 years broke up in June.He is always trying to talk to me about every 2 weeks. but then would tell me he doesn't want me moving on but doesn't know if he wants me. Out of the blue last night he sent me this....and im just wondering why because hes the one that always tries to talk to me and why would he do this out of the blue??.........
