Are there car dealers in the California Bay Area that will lease cars to expats new to the USA, under some kind of expat leasing program?

Usually leasing requires a higher credit score than lending, and since you have no credit I am not sure how you would get a lease. And if you did, and then did the math, you may just be better off to just try to buy a car. You would have to sell it when you leave the country.
Sorry not to have specifics for you, but with a material down payment you should be able to get a loan. I am assuming you have a steady income and can prove it.
