Mac provides a place for a program to sit. The program executes from the place. Mac doesn't care whether the program is there, or not.

Windows not only provides a space for the program to sit, but also usually wants to "register its presence" with Windows so the program can obey rules and regulations. Once the program has registered its presence, and it decides to leave, Windows has to be alerted that the program is leaving, so's Windows won't go looking for someone upon whom to enforce rules and regulations.
