I think that's some kind of lethal karate chop! As a nurse I can tell you that it could kill a person instantly if they are hit hard enough. Don't do that.
On the other hand, if a person received such a blow and didn't lose consciousness, there is probably no brain damage.

The simple answer is YES. The brain damage will result from death if the blow/impact is hard enough. The body's central nervous system communicates to the rest of the body through the spinal cord>>which is protected in the spinal column. If the spinal cord is interrupted at a high enough level then the lungs do not get a signal to breathe. The heart will continue to beat, because it is "autonomous" aka.. needs no outside signal to beat, until the heart doesn't receive enough blood rich in Oxygen. Brain injury occurs 4-6 minutes after Oxygen supply is cut off, death occurs in 6-10minutes. It is stupid, irresponsible, and criminal to strike someone at the base of the head/neck junction. Also, the spinal column doesn't necessarily have to be broken for injury to occur to the spinal cord. Think of it as trying to protect an overripe tomato inside of a metal can, if it receives enough force the tomato will rupture inside the can.

very dangerous. It can main a person and can even kill them. Watch the UFC and note that hitting that area is forbidden even from the ground. That is a very weak area. You have a heavy object (the head) on a stick. A punch can break bones and those bones in your neck are not the strongest. Plus you have a lot of nerves endings, and very important arteries. You could even collapse the throat. Not even as a joke should you try this.

anybody that would ask that probably has been punched in the neck and head too many times..
if you did hit someone just right you might cause some spinal damage, but not brain damage.. the spinal damage could result in some long term pain(ruptured cervical disk) and paralysis..
