Do I need to make a certain amount of money during the year to claim the child tax credit in Ohio? If so, how much?

The Child Tax Credit is a Federal Credit, and not a state credit. The state of Ohio has no Child tax credit.
That being said, the original child tax credit only reduces the amount of tax you pay, and does not increase your refund beyond what you had withheld. The relatively new Additional Child Tax Credit can be used to increase your refund beyond your withholdings. To qualify for the ACTC, you typically have to have earned more than $11,750. There are a LOT of calculations involved in claiming the ACTC, and you have to have tried to claim the original Child Tax Credit before you can even begin the form.

If YOU are not a dependent, and nobody else can claim them, you can file and claim them and get EIC. But since the amount of EIC is based on your earned income, you'd get around $1000. You would not qualify for the additional child tax credit.

Not exactly, but if you don't make enough money to owe any tax, you don't get a child tax credit - that can only take your tax to zero for the year. That's BEFORE any EIC is figured.
