I think fish smells fishy when it's getting almost too old to eat.

Some fish are stronger in flavor than others.For example,flounder is a mild one.Then you have blackfish which is very strong,aka "fishy".

Fish should have a clean smell to it. It should smell of the ocean. When it smells "fishy"....throw it back.

Indeed DUH. But when I say fish tastes too "fishy", what I mean is that it tastes too much like it smells, salty and metallic. There are a great many fish who do not taste as it smells. Like Grouper tastes like pork, but smells like fish.

They are probably referring to the aroma of fish. Some people don't care for that.
