The state of mind when the drivers are cautious, courteous, and defensive. I've driven much in DC, MD, VA, OH, OR, and CA. Drivers in OR in general seem to be the nicest, although accident statistics would indicate they are slightly better than average.

According to FARS/NHTSA, the lowest fatality rates (2005) were in CT and MA with 0.88 and 0.80 fatalities per 100 million vehicle miles traveled. US avg was 1.44 .

I have driven in all 48 states and found Washington State drivers to be the most courteous. Albuquerque New Mexico was one of the worst places for crazy drivers besides NY and NJ. I now live in Pennsylvania where the are the normal amounts of idiots behind the wheel...most have a cell phone growing out of the side of their head!

I have lived in Washington, Texas, and now Nevada. I would have to say by far it is Washington State. The drivers there are more courteous. I'm a truck driver and have been to all the 48 states. The worst I would have to say is California.

I've lived in -

New York
Illinois
California
Oregon
Nevada ( live here now )

Spent a lot of time in TX, KS & OK.

Oregon drivers are the best I've seen. Calmer & more considerate than all the others. NY drivers are the craziest, bumper to bumper on the BQE at 80 miles an hour.
NV drivers are the worst overall, followed by CA.

i think mainland china is also considered worst, wherein there's still lots of uneducated people. they dont abide fully in regulations, the most worst are the motorcycle driver, and pedestrian dont follow the white lane, they dont care wheather it's green or red. the most worst place i've ever experience, that's why they are prone to accident.
