It's a confidence thing.
If a girl/guy is 'busy' and thus usually harder to get ahold of they seem more appealing because they pose a challange. They may also just be more appealing because they're not losers.
Generally, if you're confident and have a healthy level of activity in your life you will be more attractive because you're not sitting by the phone, hanging on every word, calling and leaving 30 messages, and being rather annoying.
As someone said before, be yourself. If you need to devise the perfect 'formula' of standofishness to build your romantic interest's desire then you've already lost the battle. Even if your 'perfect' deception landed you a partner how much is it going to suck to have to continually play this 'role' you made for yourself?
Love may be a battlefield, but it's not science.

Well, you play hard to get by being a tease. Flirt with him, and then other times completely ignore him when he tries to flirt with you. Or talk with other guys in front of him. This will confuse him. BUT you don't want to confuse him too much because he will think you don't like him and then move on.
If you see him and hang around with him a lot, do this for like 1 and 1/2 weeks.
If you don't see him that much, then behave like this for 2- 2 and a half weeks.

some guys do, some guys don't. some girls do, most girls don't!! I do, to a degree..., i have respect for myself..., respect for and in a girl is (i think) dying out these days, its all on show, in yer face, come and get it. Bring back ....

hard to get for me equals not interested and so i stay away --- and i dont play hard to get just cautious as i do not want to intrude until im sure the lady is interested --- which is basically why i dont approach ladies at random and very seldom ask any to go out

When he tries to get you to notice him, make sure that you don't even know that he is there, and flip your hair alot. Make sure you can see him starring, and then apply lip gloss. Then, w/o warning, turn and look straight into his eyes, and then turn away again. (That's a warning... kind of keeping him guessing)

flirt like your super interested, and then see somebody else and go to them and totally ignore your target. repeat. =)
