Great question. This is where the debate needs to be. The question "Is AGW real?" is over with a resounding yes.
Combating global warming now will require investment of money now. Doing things to slow global warming down can cause harm to the citizens of different countries. If you invest resources now, you have to decrease resources to other things (education, health care, agriculture, etc.) It is very scary and hard to do.
If you wait, maybe the country will be in a better financial position in the future to do something. Maybe we'll know more and be able to better focus resources on the problem's impacts. Maybe it won't be as bad as predicted. Maybe we won't have to deal with it.
It is hard to invest resources now into a problem as massive as this without a very clear indication that your investment is going to pay off. The best strategy right now is to develop ways to use fossil fuels more efficiently, develop non-greenhouse emitting fuels, improve electrical and fuel efficiency, reduce land cover conversion, and other things that will help economically in the long term.
That is the first course of action - many companies are doing this anyway because it makes sense. Consumers will too as they start to realize the actions they can take. I'm afraid I can't think past conservation activities at this point. SUV sales are down, for instance. Not because GW is an issue for most consumers, but it may be a very small part of the reason. No proof of this though. Somebody else may have more suggestions beyond conservation.

Countries realize that global warming is happening, and that it is a problem. It does cost a lot of money to reduce CO2 emissions, however. Countries like China and India, who will soon dwarf the rest of the world in emitting CO2 emissions, feel like the developed countries should invest most of the money to reduce their CO2 emissions. China and India are currently having their "industrial revolutions" and feel that the U.S. and Europe have spewed out significant amounts of CO2 in the past during their development. Why can't China and India get a temporary reprieve while their economies initially grow?
The problem with that theory is that were approaching a "point of no return" with global warming. According to many computer models, CO2 reductions will have an impact now, but may not have any impact years from now. In other words, we need to act now. China just recently passed up the United States in CO2 emissions.

global warming IS happening, just so you all nonbelievers know. And of course back 20-30 years ago people think now that it was just aswarm then, the temperature on AVERAGE goes up less then 1/4 of a degree...if doesnt effect us much here but thats cuz we dont live one ice...who knows, maybe some of you do...i dont know. But countries like US are ignoring the problem because bush doesnt want to accept that its true...in the long run itll cost the government more money to fix the damages from more hurricanes and floods then it would be to sign the Keyoto treaty and help solve this problem

Because Global Warming is a myth that is used to persuade the US government in funding billions of dollars to fix while the other countries kick back and watch the US economy fail. It is basically just a political scam for money and power! Look at Al Gore and how much money he has made off of it, and he has no scientific knowledge at all! And to think that Man puts more of the greenhouse gasses into the air than numerous amounts of volcanoes!
Global Warming is not real. It is just a scam. Don't ruin your life just because some politician says so!

gosh! all of yall who believe that global warming isn't happening is so stupid!! can't you see the changes in the weather, see the carbon dioxide rising faster then oxygen!!! some countries probably don't want to panic about global warming and if all of a sudden everyone sees that global warming is happening, there might be chaos of ppl wanting to escape to a better place. but i believe that global warming is happening and there is PROOF PPL!!!

Because only a thermometer can tell the difference. It has increased a degree in a period that is far beyond our lifetimes. The left likes to pretend that the warming they predict has already happened. It is interesting how warming is always a bad thing. Warming is going to look pretty good in a couple of months. In fact, warming from greenhouse gases is generally concentrated on the colder days and night time temperatures due to its moderating effect.

Because they realize Global Warming is an unscientific scam. Would you pay $1,000 to decrease the temperature of your house .00005 degrees. Have you ever asked how much things like the Kyoto protocol would cost, and how many degrees does the temperature decrease?

I wouldn't say that any country is flat-out IGNORING global warming. It's kind of hard to miss, what with the super-scare-hype going on in the media about it. The countries who have not, for example, ratified Kyoto, or who have not actively begun to attempt to lower CO2 output, are the countries who still have some sense. I hope we in the U.S. keep that sense, and avoid massive economic struggles for nothing, like many other countries are undergoing.

because they are in denile of the fact that they are screwing the world over.
They do not want to admit that their actions are harmful to the envirionment and would rather live in ignorance than stop their actions that are causing global warming.
