I may be incorrect, but didn't you say County? This area is patrolled by the Sheriffs department. The State Highway Patrol also has jurisdiction.

Assuming you did mean "county" as opposed to "country" the Sheriff will be the highest law enforcement officer in the county. However, there are some counties that have both a Sheriff and a county police department. In that case, they are both responsible to a degree. Some counties like that, the sheriff tends to take care of the courts and jails and serve papers.
