I have been around for awhile (most of her life) but I am not her father, and she is not my child. I should steal her away from her absent father and her drunk mother and take her as my own right? That is what the child services is telling me. (or asking anyway). But I am 18 and that is the problem...what should I do?

What would you do? She is 2, would that not be misconstrued as strange?

Let's get serious - CPS is not telling you to kidnap a child. But if you're concerned about her safety, call CPS and have them investigate.

18 is very young to take on responsibility for any child, let alone someone else's. OTOH could you cope with her? Will it affect your chances of a partner and children of your own. Can the authorities really not find her a suitable foster placement. do you actually want to do this for the next 20 years?

What does the mother think? In the UK if things were that bad the child wold already be being fosdter on a "place of safety2 order.

You have no legal rights to the "kid". You cannot steal her away. Good way to go to jail. I don't think child services is telling you to steal a child. You'd be severly punished. I think the child should go to an older adult and you can still visit her. This question kind of gave me the creeps, talking about stealing a child. That's just wrong.

Can you apply to be the child's guardian? Maybe that's what CPS is communicating.
If you are sincerely worried about the child then report the parents to CPS and then let CPS know you are willing to accept care of the child.

Kidnapping will put you in jail and then what will happen to your little friend?

Good Luck

are you related. Are you a boyfriend. How do you know them. I assume you are not dating a drunk mother? If social servies thinks it is best, you are willing, than you could do that. It is a long term thing. 18 is young to give up your freedom. Think carefully and decide wisely
OH. I re read. Steal the child. If you want to go to jail!

If CPS is telling you to kidnap the child that social worker should lose their license! That is HIGHLY illegal. If she is take away from her mom only family would be able to try to get custody. Unless you were to marry her mom and adopt her, would you be able to take her away, and then you still have to go through the courts.

I don't really understand your situation or what CPS is recommending, but you need to see a lawyer before you do anything, for your benefit and for the girl's. It'll be worth every penny.
