I know a girl who is 13. She is Hispanic and has medium dark skin. She has a mustache that is noticeable when you are close to her (like within a foot away from her). Farther away you can see a slight shadow. She really wants to get rid of it but she does not want to wax or anything else that is painful. She also would like something that is long-term but not expensive. Thanks!

There are several different depilatoriy or hair removal products that can help your friend including:

Hair Off
Emjoi Epilator
Sally Hanson has both a cream and a lotion
Veet
Nair

Except for the Emjoi, the above are all chemical depilatories. Tweezing is another method but if she's uncomfortable with pain, then tweezing may not be for her.

A note about waxing to consider: In the next couple of years she can probably anticipate darker and/or coarser growth as she goes through puberty. Facial waxing is something that many women often choose in the end even if it wasn't their first choice in hair removal. If your friend is uneasy about any pain, please tell her two things: 1) It's very fast and after the first time or so, the less sensitivity she will have. I have found that hispanic clients often experience less pain than do some other ethnic skin types. My guess is that it's the thickness of the skin, more melanin in the skin perhaps? I'm not sure why. 2) If she goes to an esthetician who specializes in waxing, have her ask for a cream or spray to numb her skin. There are also after wax products that can take away any sting or pain.

I guess what I'm trying to say is that if she does a little research, she can wax that hair without any pain. It just opens up another option to her.

She could try Sally Hansen Hair Remover. It basically dissolves your hair and its the least painful way to get rid of the hair. It'll grow back in a few weeks.
She could also try hair bleacher. It just bleaches your hair, it'll still there but not nearly as noticeable.
Don't shave the hair, it'll grow back thicker and darker. Personally, i like to pluck. It's painful during the first few hairs but you get used to it. Rubbing an ice cube over the hair before plucking helps, it numbs the lip.

I am soooo sorry. at that age, kids can be really rude. Her best best is bleaching, waxing, or get a personal facial shaver. Being that she is so young, lazer is out of the question. Lazer is about 120 per visit and you have to go 5-7. Good luck, and she's not alone, many darker haired girls have this same problem.
(be sure to tell her not to use a razor. This will be really really bad.

waxing will not hurt that bad the costs are about $7 to $12 and it gone for weeks .She should try a little pain goes a long way.

in any drugstore go to the cream/moisturizer/nair/weird beauty product section and sally hansen makes allll kinds of hair removal stuff. there is one specifically for the upper lip and it works really well.

theres this little shaver that looks like a pen its called "Finishing Touch" it works pretty good for that.
