Depends where you're coming from. In the America, the answer is almost definitely "yes." People don't have the right mentality in this country.
I started drinking with friends when I was 13. Usually it consisted of downing Popov Vodka and O.J. in my friend's basement until we threw up. Not much fun. Hangovers suck. Unfortunately we live in a culture of excess here in the USA, and people go to great lengths to prevent people under 21 from getting access to alcohol.
Of course the law doesn't REALLY stop anyone, and almost everyone starts drinking by the time they're 18 in this country. The attitude about drinking is just plain silly, on both the government's and the underagers' sides.
In Europe, it's very common for people as young as 10 to have a glass of wine with a meal. Things are different over there. It's not cool or rebellious for teenagers to drink - it's normal. And people don't feel that they have to get totally plastered anytime they drink. People drink for the taste and maybe a slight buzz.
Having a beer or glass of wine with dinner is something that everyone of reasonable age should be able to enjoy, even a 13-year-old. It's just that American kids experimenting with alcohol more often than not don't know when to stop. They end up doing stupid things, getting alcohol poisoning, getting in their cars killing people, and so on.
I'm just out of college, not some old geezer, so I still remember my early drinking experiences and wish I hadn't made a lot of the choices I made. In general I'd recommend holding off a few years before you start boozing it up. If you do drink now it will probably cause you a lot more trouble than it's worth.

Absolutely too young!!!
By "drink", I assume you mean at a party or similar social event. Many adults can't handle the effects of alcohol, and it would be especially difficult for a 13-year-old to make sound decisions after a few drinks. Teenagers are still learning impulse control, which means they also tend to drink much more, and tend to engage in risky behavior while drinking.

Yes, are you 13? Sounds like a question a 13 year old would ask.

What are we talking about? Getting smashed out of your brain or having a drink now and again when your parents are there? My son is nearly 14, I allow him to have an alcoholic drink on special occassions and sometimes when I am having a tipple at home. Its never excessive and he never gets in a state. If we teach our kids that its not a taboo, and out of bounds we wouldn't have the groups of kids drinking on the streets. Teaching them to appreciate it and respect it they will learn that moderation is ok. In countries like Italy and France, children drink red wine with their meals socially, do they have big groups of kids hanging around the streets causing mayhem???? I can't answer that, if they do we don't hear about it.

Way too young to drink! There are too many fun things for a kid your age to be doing besides that. Drinking is for resposible adults.

13 is too young to drink unless it's with your parents where they let you have one drink on special occasions or something. Otherwise it's way too dangerous and just plain dumb.

Yes. Believe it or not, you do not yet have a clear idea of the reality of life around you. You need to have a good grip on reality, for real, before you seek to distort it... I have nothing against one drinking, but please wait till you are a bit older...
