Think of it this way... Sex is a gift from God to married couples.
It's not such a smart idea considering if you're young and you have sex there's a possibility of a baby being born.

I think the answer is probably "sometimes."
Marriage in Biblical terms means something almost entirely different from what we have in the post-modern era, especially in Western Civilization. Whenever Jesus was charged with breaking a law, he always notes that loving your neighbor trumps any rule that stands in its way. The test of morality is not whether a given behavior was outlawed in Israel 2,650 years ago or even 2,000 years ago.
In the case of premarital sex, I think in most instances the answer is no. Reason being that we have this strong animal impulse to reproduce that can push us to have sex with nearly anyone whose genes our subconscious approves of through the usual physical assessments. But sex itself is an intimate and spiritual action, it is not a bodily function on the mere level of peeing or eating. Which I think is why it is strongly associated with marriage in Christian minds and communities. The existence of a friendly and unselfish love between two people has to underly the expression of eros.
Can this happen before marriage? Certainly. One can love another person and be commited to them and live a life as one flesh. Christianity wants that bond to become normative and official both for the community's sake - making the exclusivity known to the world - and for the individuals' sake - to remove or at a minimum reduce the ability to back out of the relationship so that the bond becomes an affirmation of unconditional love.
No, God does not approve of two people getting their rocks off, in my opinion. If two people love each other and are bonded and committed, I think there is a strong case that sex can be a natural expression of that love and that God doesn't mind nearly as much as some of we holy rolling humans do.
