Most US mail contractors use that sign on their vehicles. The fact that the person rang the bell probably meant he/she has a registered letter or some other letter like that for you. Check your mail for a yellow postcard which will indicate the letter tracking number and how to pick it up.

OR....

Since you think the person took a picture it could be a burgler posing as a mail carrier. But that is doubtful because he/she would not just take a pic of the front of the condo.

Or...

You were mistaken about the 'picture taking', and it was a legit mail carrier. If you got the yellow card, then this is the most likely scenario.

There could be legitimate reasons. The first thing that comes to mind is an appraiser. Not appraising your condo but using your condo as a comparison for the neighborhood to base the appraisal of another home/condo on. Could also be some sort of assessor - like property tax etc.

more importantly, why did you run and post on Yahoo? Do you actually think anyone here has any idea why someone is at YOUR door? I have an idea, why not ask the person who is at your door and ringing your door bell, why they are there.
I'm sure they could shed a little more light on the situation than some guy in Scotland or elsewhere.

Property appraiser; realator; fire marshal; police detective; insurance investigator; private investigator; delivery service personnel; and possibly, stalker. However, with the exception of the property appraiser, I don't know of the others I have listed that would use a vehicle so easily identifable with a sticker(s) on it. As a precaution, notify your police department about the incident.

I had the same thing a few weeks ago. It was a full size work van, I think Chevy or GMC. Digital photography project. Something done by my county to help with the state assessors office.

The town will take pictures of properties on occasion to determine property value. (For tax purposes.)
You can actually look up the pictures on-line.
